  • GMS REHABILITATION OF THE RAILWAY IN CAMBODIA PROJECT

Constructions Overview

Narrative Description of Project:

The project targets to rehabilitate 254 km of Southern Line between Phnom Penh and Sihanoukville (main international port in Cambodia) and 338 km of Northern Line between Phnom Penh and Sisophon and reconstruct 48 km of the Missing Link between Sisophon and Poipet (Thai border). The objectives of the project are to (i) support integration of Cambodia into the regional/subregional railway network in the western parts of the subregion by providing railway access to Thailand; (ii) increase the efficiency of transport services within Cambodia and to its neighbors by providing efficient alternative routes and modes of transport for Cambodia's import and export trade; (iii) reduce the cost of road maintenance and traffic risks by transferring heavy and dangerous cargo to a safe and reliable railway system; (iv) pave the way for further subregional integration by facilitating achievement of the Singapore–Kunming railway link; and (v) increase the transparency and eliminate the financial losses from the railway by restructuring the railway into a PPP, and by establishing a transparent regulatory framework for the railway.

Description of Actual Services Provided in the Assignment:

1. Prepare a resettlement plan based on preliminary engineering alignments and a full census and inventory of lost assets of affected people inclusive of the nontitled;
2. Prepare a public consultation and disclosure plan to ensure that all affected people have been consulted by the executing agency on their views about the project and resettlement effects;
3. Assess the capacity of the responsible institutions at central and provincial levels to plan, manage, implement finance and monitor the resettlement plan and identify any capacity building measures that need to be included in the project;
4. Prepare sample based socio-economic profiles of the affected people identified in the inventory of affected people, highlighting minority and gender disaggregated data and impacts.  Identify any needs for minority specific action in connection with resettlement and for actions to minimize the risks of spreading sexually transmitted diseases during construction, and design mitigation measures to be included in the resettlement plan or as contractual conditions of the railway works contracts;
5. Carry out resettlement training workshops for the affected people and other stakeholders in the project affected area; and 
6. Assist in the preparation of various manuals such as: Track Construction and Maintenance Manual, Civil Works Construction Manual, and Safety Manual.
